This is totally just my good-faith reaction, but I don't think it's either. I don't think it's a coincidence that the lottery is associating large jackpots with a large-bodied model, but I don't find his appearance to be either hideous or intrinsically amusing. Arguably, it is a parody of a showgirl lying on a car or a piano. But there is a diverse population that plays the lottery, and I would be happy if Mega Millions thought that it was appropriate to express that diversity in the models that similarly reveal their jackpots. Indeed, I might even suspect that this gentleman is a previous Mega Millions jackpot winner.

To be upfront, I've just seen this one picture from that campaign. If I were to learn that the models get progressively heavier as the jackpot grows, like maybe 2.5 pounds for every million dollars of the jackpot, then I would very quickly reassess my views.

Oh. Oh! *facepalm* That there would be a black fly in your chardonnay.

I'd still write this up as a fat shaming article and an ad featuring a large guy who is comfortable in his body. Maybe it's a case where I'm so used to drinking sand that wet sand tastes like water to me.
